Verdict:
Funimation, hands down has the better picture. The interlacing is very prevalent in the IVL disc, at least on my 24inch lcd monitor. IVL has mandarin/cantonese audio. Funimation lists mandarin mono & english stereo on the jacket but when you go into the menu, they list them both as mono. Funimation fixed some grammatical errors but is otherwise, identical to the IVL subs. Another bare bones release as the extras contain nothing but funimation trailers. Only double dip if you want progressive picture and dub.
