Chalk it down to fuzzy animation techniques. Doing upscale-downscale tests, the level of detail seems to be around 720p, which was the case for The Girl Who Leapt Through Time and Paprika as well.
Anyway I think it's almost certainly limited by the source and isn't going to look any better. And I still prefer consistent and fuzzy to the often poor upscaling/compositing of Macross F:

What gets me about this release is that they could probably get everything on one BD, assuming Individual 11 and The Laughing Man are also of the same quality. The Solid State Society disc is 30GB and it could be about a third of that and still look identical.
I would have loved to see them try to sell a single disc for $250.
