Who is Chico? Was he like a UK Pop Idol winner?

On UK Pop Idol is there like Simon Cowell equivalent - like a mean American judge or something?

Chico came 5th (IIRC) and did well in the 2nd series of the UK talent show X Factor (sorta like Pop Idol).
Cowell is a judge on UK Pop Idol/X factor, those sorts of shows. He was on American Idol also.

Nope he did well in the UK's X-Factor which I don't think has made it's way abroad yet. It's very, very similar to Pop Idol except any age can enter BUT only 20 somethings "funnily enough" have won so far.

I suspect Simon Cowell came up with X-Factor because he was getting pissed Simon Fuller was getting a share of Pop Idol. I heard Simon Fuller tried to sue him as the show, concept and even look are so similar.

Nope there is Simon Cowell. He and another guy (Simon Fuller) invented the concept.

They manage to run the show around him so when American Idol is not on he's doing the UK X-Factor (we've not had Pop Idol for years) and visa versa. It would never happen but an American Judge would be cool.

Yeah thats right. He (Chico) did well, I think people warmed to him as the show went on, at the start Simon Cowell said he was pathetic.
