Recent events have shown they're not needed. The American government very swiftly took down Megaupload.com (including the very legal files I was using to host on it) without the need for new laws.

Interestingly weather forecasters here (and perhaps us when we talk in conversation) seem to use Celsius for when its cold and Farenheit when its hot ('temperatures are rising into the hundreds..' etc).
