The problem is that age restriction laws are unenforceable unless one of the participents is legally an adult. If two 13 year olds have sex then it's too late to prevent and impossible to (fairly) punish.

I think the best way is to ecnourage young people to wait until they're mature enough to make an informed decision. If you throw numbers at them it doesn't work anymore than video classification. If anything it may make some want it more.

It's one of those areas where there's no absolutes. Sex is always going to have it's pitfalls whether one is young or old. Society like parents can only TRY to do the right thing.

Actually, I often find western birds (or even guys) in japanese/asian clothes look quite pathetic. The girl in the last picture is a nice exception to that rule, though.
