Personally despite it's problem I think the German BD picture quality is definitely better than the R1 Superbit Deluxe and the original Integral R1 I used to own.

Seeing as you prefer the Theatrical Cut and I know you'll probably wait until it can be had for less then £10, then I'd say it's just about worth the upgrade. As bad as the contrast boosting is, just about every other aspect of the image leaves the mediocre DVD transfers for dead. The big question is whether a new master would be struck for a future US release, I personally don't see it happening any time soon myself as Paramount/Gaumont didn't exactly push the boat out for their French release! Japan is always a future possiblity as well given the film's iconic stature over there, but even if they did strike a new master they'd price the BD waaay out of your comfort zone (and mine)!
Also remember all the Sony "DVD" transfers (so USA DVDs) have had transfers people have hated. There's nothing to suggest Sony will suddenly get it right.
IIRC on the Korean wasn't the Theatrical Cut transfer actually a little better than the Version Longue? I seem to recall that the extended cut was a port of one of the US releases.
I'd be surprised if it isn't. The USA and Japanese MGM DVDs are both the Original Theatrical Cut, whereas Anchor Bay and Momentum gave us the Work print. It's an easy one to confirm though. It's better than the DVD right? I expect grain, Manhunter has never looked great.
