-How do you quantify this ?

By the amount of online reviews that it got, by the number of threads that mention the movie, whatever...

For example:
-You can post a cap from Fist of Legend because it's popular enough.
-You can't post a cap from Better Than Sex (Taiwan / 2002) because I'm pretty sure I'm the only one in the world who has seen this.

-You can't post a cap from The Promise because most BnB'ers haven't seen it yet.
