Tom are you using MPC-HC with the Haali splitter, internal AVC filter (DXVA disabled) and Haali renderer? It's likely the wrong renderer that is the problem, you hit save image and it skips a little right?
It's still a bit of a bugger if it works as navigation sucks so you have to get to right before the shot change and tap away at the arrow key.

I can take caps of the US BD myself sometime, but it'd be good to get some frame perfect caps so when I do mine I can see if they're identical and this method is an equal one setup to setup. My concern is that because the video is rendered we'll see imbalance.

Is there nothing like VirtualDub that supports AVC and VC1? Surely there is.

For AVC DGAVCDec is a possibility, seeking is a little better but you can still only go forward frame by frame and taking caps is cumbersome even after I got the author to add a patch. That then excludes VC-1.
MPEG-2 is a really, really old format and even for that only modified versions of a tool play nicely. For VC-1 and AVC there's nothing comparable,
MPC-HC + Haali seems like the best option as you can play the m2ts or EVO's directly. My only concern is the rendering, I know VMR9 results can vary dramatically.

@Lourdes:
I'm getting a black screen with the Haali renderer.
So it's Cyberlink AVC Decoder in weave mode (DXVA disabled) and WMR9 Renderless.

I'll look at your Infernal Affairs caps and see if mine are identical.
I used to be "the man who loves the movies you hate".
Now I'm just "that weird french guy with a cat avatar who comes to BnB once a year for no reason and then disappears again".

Thanks Lourdes, for the explanation.

Regarding Virtual Dub:

It takes while to open each VOB on a DVD and because we're opening the VOB files up directly it means you cannot easily let others know the time codes (to match captures) but otherwise it works really well for capturing DVDs.

What I do is demux the video from the DVD into one file and then open that. It means I only have the one file to open (less waiting) and I can compare timecodes to help me find matching caps when doing multiple discs as a time. So much easier!
DVD Decyptor in IFO mode with file splitting set to none or PGCDemux can do this.

That is a good idea but I think that's more complicated than the VirtualDub route.

More complicated only in the directly relative sense. I don't see how two-three clicks to demux and then open in vdubmod is actually more complciated.

Added proper matched caps from the UK BD and confirmed that it's identical to the US one.
