Battlestar Galactica continuity question...

Just a small question about BSG. Great show, and have just started rewatching it with the girlf.

Anyway, just about half way through season 1 and been reminded of something that has got me thinking...

Chief Tyrol and Sharon were ordered to put an end to their relationship. They didn't then in the inquest about an explosion we learn that their relationship was in breach of the military code or something like that.

Yet in later seasons Helo and the new Sharon, the Chief and Cally get in relationships... why was this first one not allowed but these other ones were?
