It's been confirmed that the recent general Asian (China/Korea/HK) release of Final Fantasy XIII for PS3 has Japanese voice-overs and can be switched to 100% English text for menus/subs/etc.
The Western release isn't dual language because Square Enix reanimated all of the lip movements in the game to be sync'ed with the English dub.
Just got the game today (I don't need my 3rd dual-shock 3, didn't get the bundle version)
No language setting in the setting menu, and manual does not mention how to set this.
I think it automatically selects the language according to your XMB language setting.
And from the manual, it said you can use Japan, US or EU version save to continue (I can't test this as I don't have any save data from other versions)

I am a lazy guy so I use Traditional Chinese as XMB language. FFXIII starts in Chinese as well. Just change to English in XMB and load the game again. It changes to English subtitle and menu.
As I know, US version uses button X as confirm button but in this version, no matter you set to Chinese or English, the system follows Japanese version using button O.
Great news. Might (MIGHT) pick this game up now if I'm going to Hong Kong this summer (still considering going). TBH, the game has gotten a pretty mixed and actually pretty negative reaction, so it certainly isn't a must-have for me, but ifthe version with jap voices is cheap enough, it might be interesting to pick it up, if only to see the nice cutscenes.
It's weird, it's gotten pretty decent reviews overall, yet many people seem to be very disappointed with it. Personally, I was never hyped for the game, and lost all interest when I found out it was english-dub only...
I was there, the big BNB blackout of november, 2008. We lost many that day...

It's not weird, the mainstream gaming press (eg IGN, Gamespot) are well known for talking bribes on big games.
To review Modern Warfare 2, Activision flew out many reviewers and put them up at a fancy resort so that they could specifically play their game in luxury.
