The charts are still based on sales. What was it about the old system (ie. buying discs or vinyl) that prevented 'Joes' from buying alternate music (as in alternate to the 'shite' frontrunner)? Or do you mean downloads allow fans to pick any song that's ever been released and boost its popularity? If it's a matter of choice then the internet has endless possibilities. Neither. Before the popularity of the web, there was no avenue to have a "voice on mass".
