Simple answer:
* Upgrade to Windows Live Mail - It's miles better than Outlook Express anyway
* Install the Office Outlook Connector if you use Outlook
The latter how I access it. Outlook 2003/2007 will work without it but it uses WebDAV (as per that article) and it's not half as efficient as the add-on, which must allow Outlook to use Deltasync.
The third option is to configure whatever mail client you like to access Hotmail using POP3 instead (which MS added support for finally in March 09) but that's bollocks compared to the above options. POP3 offers no form of folder/contact/calendar sync for example, just basic download of e-mail.
If you cannot live without Outlook Express, configure Hotmail to be accessed using POP3, this will continue to work.

How do you import your old hotmail contacts to a new hotmail account? i got a new hotmail email and i need to import my contacts, i know where to click, but how do i save my contacts in a file so i can upload them to the new one?

Go to Hotmail's "More Options". From there you'll see an option to export to a CSV file.
I imagine you can import directly from one Hotmail account to another too.
